Job Description

Action Against Hunger˙is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for˙HR Senior OfficerWork place:˙˙Azraq ?Irbid with 50% travel to field sitesPosition˙Overview:˙Under the supervision of the HR Head of Department, the Senior HR Officer (payroll and administration) is responsible for supporting the management of the Human Resources department of Jordan mission in regard to payroll process and overseeing all administrative activities related to payroll on a regular basis.Objectives:1) Managing and supervising staff database and payroll.

  • Keep the HR database for all Action Against Hunger staff up to date with all required information and documents.
  • Supervising the collection of data relative to variable elements in staff pay (hours worked, salary advances, leaves, acting allowances, advances, deductions etc).
  • Prepare payroll for all Action Against Hunger Staff managed from Amman. Send the payroll on a monthly basis to the concerned field coordinators for review and validation.
  • Control and validate monthly payrolls for the whole mission and share consolidated reports for the mission with HRHOD.
  • Provide induction and on-job training for new comers on HR Database (Homere) when needed.
  • Implement and maintain payroll best practices to improve efficiency and consult with human resources team to improve payroll and database processes
  • Consolidate Base HR monthly reports and synthetize into a mission?s report including HR statistics and HR indicators.
  • In collaboration with HR officer, organize field visits to bases regularly and when needed (e.g once weekly for each base) to support staff HR and administrative management.
2) Manage local employees? social insurance and income tax payments:
  • Manage Social Security and Income tax for all employees of Action Against Hunger.
  • Manage follow up sheet for payments to avoid any penalties.
  • Prepare and ensure timely payment of social security and income tax to the authorities concerned
  • Prepare monthly reports to be submitted to Social Security and Income tax department.
  • Manage Social security and Income tax online account for Action Against Hunger.
  • Prepare reports on accidents at work and take the necessary measures as per social security law.
  • Manage communication with staff on all issues related to social security and income tax.
  • Manage communication with Social security and Income tax department on all issues related to Action Against Hunger staff.˙
3) Under the supervision of HR HOD and in collaboration with the bases? HR, Managing and supervising the national staff administration and ensuring the coherence of work organization.
  • With the support of Amman HR Officer, Sort all documents in the local employees individual files and check that all files are complete.
  • Mange contract management for all Action Against Hunger staff managed from Amman and communicate with managers on all needed actions (amendments, leaves, performance management, end of contract, probation evaluation, individual progression, etc).
  • Assist the HR HoD in the implementation of ACF code of conduct and support conflict resolution and investigation related to misconduct when needed.˙
  • With the support of HR Officer, prepare necessary HR files in case of audits.
  • Support HR HOD on expat administration Management when needed (to cover gaps).
  • With the support of HR Officer, administer the time and attendance policy for all employees and communicate with staff and bases on all issues related to attendance.
  • Participate to the training and sensitisation of staff administrative processes (PE, leave planning, acting policy, etc).
4) Participate to the internal communication and to the sustainability of professional relations with external partners:
  • Organize, participate and/or animate staff meetings (e.g. Staff monthly meeting, retreat, staff occasions etc.) and assist in writing MoM when needed.
  • Communicate internal HR notes and memos.
  • Receive staff requests and grievance and inform the HR HOD.
  • Manage HR monthly newsletter.
  • Prepare HR reports to the authorities when needed.
  • Participate to the meetings with local authorities and organizations (Labor Inspection, Ministry of Labour, insurances, social welfare, ?)
  • Represent ACF during external coordination meetings when needed.
5) In collaboration with all HR team and under the supervision of HR HOD:
  • Ensure the implementation of HR procedures and tools on the bases.
  • Contribute, with the HRHOD to the collection of necessary information needed to the revision of HR policies.
  • Participate to the revision of the HR strategy and the its implementation follow up
6) General Responsibilities
  • Ensure supervision of HR officer for the planning of their activities related tp payroll and administration, follow up on their performance and support in the development of their capacities.
  • Support HR department functions in case of staff absence and gap filling.
  • Maintain the confidentiality of all sensitive HR information at all times.
  • Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
  • Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development
  • Ensure compliance with the mission & HR rules and regulations and policies
