Job Description

The Livelihood Officer will provide crucial support to participating households in developing their livelihood plans, conducting market assessments, providing training on topics such as financial inclusion and business plan development, conducting savings group meetings and providing ongoing support and management to a team of Graduation Mentors who will conduct home visits.The Livelihood Officer will be responsible for ensuring that all 50 participating households have the skills and resources to take part in an income-generating activity. Activities can either be a home-based business, self-employment or formal wage employment. The Officer will deliver technical skills training in group-based settings. The Officer will work alongside households to identify income-generating activities (formal wage and self-employment and home-based business), register participants for vocational training, and link households with external services. The Officer will provide technical support to a team of two livelihood mentors who will be responsible for reinforcing key behavioural change topics through home visits. The overall goal of the Officer is to build the self-reliance capacity of the household while providing individualized attention. He/She will work with the selected households with a range of vulnerabilities including poverty, disabilities, gender perceptions, social barriers for participation in the labour force. The Officer must possess characteristics necessary to provide strong mentorship, including skills in listening, questioning and reflecting. He/She should build rapport, have empathy, be solutions-oriented and can help guide participants towards finding their own solutions to problems they face. The Officer should live in Jerash and possess strong knowledge of the local context, including awareness of the culture and socioeconomic realities of those that live in the Gaza camp.Responsibilities???????Conduct group-based training sessions with groups of around 8-12 households according to the graduation curriculum. The Officer will be expected to conduct around 10 sessions every two weeks, with each session being between 1.5 to 2 hours.???????Support development and implementation of livelihood plan for each household, which can include business plan for home-based business, enrollment to vocational training, linkages with employer and market actors???????Conduct on-going market assessment through meeting with private companies, market actors, Chamber of Commerce, vocational training centers and other relevant stakeholders.???????Facilitate the selection process of participants, and the distribution of livelihood support grants to applicants. Follow up on the grants utilization and home-based or micro-business status.???????Gap fill for Livelihood Mentors and conduct home visits with participant households. Home visits should reinforce key topics that include critical soft skills, financial literacy, positive savings behavior, positive health-seeking behaviour, and equitable gender norms life skills???????Support in data collection, monitoring, and evaluation efforts in coordination with MEAL units; especially on areas related to income and employment, training, debt, saving???????Coordinate related field activity, including assessments, key informant interviews, and focus group discussions on livelihoods, in addition to informing the said activities by providing input based on locations and sectors.???????Support with the development of training guidelines, curriculum and SOPs???????Provide training in group-based setting. Topics of training include financial literacy, developing a business plan, access to finance, labour rights, etc.???????Facilitate savings group meetings and acquisition of work permits and home-based business licenses???????Prepare reports about the progress of activities and achievement of targets???????Map service providers and stakeholders in the Gaza camp and in Jerash, including the private sector, NGOs, CBOs and government services???????Assess and refer participants to partners organizations that cater to specialised needs such as diagnosis of disabilities, gender-based violence response, psychosocial support, health assistance, livelihood training, etc.???????Facilitate awareness-raising sessions for project participants and the local community on relevant topics such as work permit acquisition, female participation in the labour force, etc.?
