Senior FMS Acquisition Program Manager - BahrainDepartment:Advisory and Assistance Services DivisionOffice:Dayton, OHLocation:Fairborn, OHJob Title:Senior FMS Acquisition Program Manager - BahrainThe F-16 Program Management Office located at Wright-Patterson Air Force Base, Ohio requires a seasoned, Senior FMS Acquisition Program Manager to provide Foreign Military and F-16 technical expertise for the F-16 Bahrain, in all DoD acquisition stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines. The candidate must demonstrate on his resume that s/he has experience in monitoring, reviewing, analyzing and coordination of security assistance issues concerning DoD and non-DoD agencies to ensure compliance with established policies, Letters of Request (LORs), and Letters Of Offer and Acceptance (LOAs), the Foreign Assistance Act, the AECA, and other relevant legislation. Will need to provide acquisition expertise and advice to Security Assistance Program Managers (SAPMs) regarding implementation and execution of assigned Letters of Agreement (LOAs) IAW the Arms Export Control Act (AECA), Security Assistance Management Manual (SAMM) as Defense Security Cooperation Agency (DSCA) Manual 5105.38-M and complete assign projects with no or minimal assistance. Must have experience identifying requirements for initial support for new acquisitions or modifications of weapon systems until transitioned to sustainment. Shall be required to support the Security Assistance Program Manager and other IPT members with accomplishing the full spectrum of actions required to award contracts to include pre-award documentation and assists in the evaluation of proposals submitted in response to a Government Request for Proposal (RFP) as well as other programmatic related duties including, assisting with Pre-LOA development, drafting statement of objectives (SOO), Statements of Work (SOW), and reviewing of proposals as assigned by the customer. Shall prepare and deliver briefings; draft correspondence; and assist government with preparation and coordination of other technical and programmatic documents. Shall assist the Government during reviews of various programmatic and technical documents, export licenses, or other documentation submitted by contractors for government review; assist with release and coordination of government responses.Required Skills/Education:Successful candidate must have a bachelors degree in a relevant field along with 10 years of aircraft acquisition experience; three years must be in a Defense acquisition program; with minimum two years of FMS and F-16 experience. A candidate with a high school degree must have 16 years of aircraft acquisition experience; three years must be in a Defense acquisition program; with minimum two years of FMS and F-16 experience. Candidate must be adept at preparing briefings, working with foreign military sales customers, and independently proficient in using MS Office products. OCONUS and CONUS travel may be required as part of your support. Therefore, successful candidate must possess or be able to readily obtain a US passport and meet the health and immunization standards of the FMS host nation where OCONUS meetings will be held.
