Job Description

Educational Leadership :

  • Provide leadership in all matters relating to the establishment and its educational subsidiaries as the premier provider of education in Qatar.
  • Establish and maintain clear, consistent goals and objectives with measurable KPIs for each business unit in the cluster.
  • Provide strategic guidance and support to the management and the Board of Directors.
  • Develop and maintain positive and effective relations with the individual schools and their Governing Bodies.
  • Provide leadership to promote consistent high standards of teaching, learning and outcomes that are in line with Governing Body expectations.
  • Develop and maintain an organization structure for the staff of the Cluster that ensures these resources are directed towards accomplishing the objectives laid out in the Cluster?s Strategic Plan.
  • Ensures an effective recruitment and selection program is in place to continue to attract high caliber staff.
  • Ensures the establishment of a clear definition of the responsibility of each employee, the on-going management, direction and motivation of the staff and a system of measurement of employee performance to ensure accomplishment of the objectives of the Cluster?s Strategic Plan.
  • Advises the Board regarding decisions on the selection, promotion and termination of Cluster staff, and reports on the utilization of staff.
Fiscal Responsibility :
  • Ensure that the fiscal management of the Education Cluster is in accordance with the approved budgets and Board Policy.
  • Oversees the development and implementation of effective financial and administrative systems and ensures that utilization of the financial resources is maximized and within the objectives, policies, plans, and budgets established by the Board.
Organizational Management
  • Demonstrate effective organizational skills that result in schools compliance with all legal, Board mandates and timelines.
Strategic Planning:
  • Provide leadership for the development and review of a multi-year strategic plan, in accordance with Management and Board Policy.
  • Ensure appropriate involvement of the board (approval of process and timelines, establishment of board priorities and outcomes, key results and final board approval).
  • Report regularly on results achieved and school improvement plans.
  • Development expansion and growth strategies for Board approval and manage the achievement of the targets set.
  • Work collaboratively to establish a Cluster Strategic Plan, including sections focused on Education, Student Support Services, Technology, Facilities and Maintenance, and Finance.
  • Recommend to the Board revisions and refinements to the Cluster Strategic Plan to ensure it continues to address the educational and administrative objectives of the Board.
  • Ensure the strategies identified in the Strategic Plan are addressed in a timely and effective manner and is accountable to the Board for meeting the strategic and operating objectives established for the Cluster.
  • Submit an annual report to the Board on the Strategic Plan, including an analysis of progress in achieving objectives, the rationale for any variances, and recommendations for modifications of the Plan for the following year.
HR Management :
  • Ensure effective systems are in place for the selection, supervision, development and performance review of all staff in cluster.
  • Develop and maintain an organizational structure for the staff of the Cluster that ensures these resources are directed towards accomplishing the objectives laid out in the Cluster?s Strategic Plan.
  • Ensures an effective recruitment and selection program is in place to continue to attract high-caliber staff.
  • Ensures the establishment of a clear definition of the responsibility of each employee, the ongoing management, direction and motivation of the staff and a system of measurement of employee performance to ensure accomplishment of the objectives of the Cluster?s Strategic Plan.

Policy/Procedures :
  • Facilitate the planning, development, implementation, review and evaluation of board policies.
  • Provide leadership in the planning, development, implementation, review and evaluation of administrative procedures.
  • Ensure that the quality of curricula, support services, programs and education meet the policies and practice standards established by the Board and that all programs operate within approved financial limits.
  • Recommends new and revised policies and programs to the Board in order to meet the changing educational needs of the Cluster and to recognize new developments in the education field.
