Job Description

Action Against Hunger˙is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for˙MEAL Senior OfficerWork place:˙˙Irbid with 50% travel to field sitesPosition˙Overview:The Senior Monitoring, Evaluation, Accountability & Learning (MEAL) Officer will ensure quality and accountability standards are integrated into Action Against Hunger?s program in implementing bases. The Senior MEAL Officer will have a key role in establishing and promoting use of MEAL systems to ensure that our program staff and strategies are effective and respond to the needs identified by the program. S/he will assist the MEAL department in leading the collection of quantitative and qualitative data on Action Against Hunger? programs and general pre-project data, and supervising the assessment workers in the field.Objectives:1) Facilitate the collection of data on the impacts of the project

  • In coordination with the MEAL manager develop a suitable MEAL framework/plan that guides all MEAL work in the project, in line with the LFA;
  • Develop APR templates for new projects working with Program Managers˙
  • Develop and adapt suitable tools to be used for M&E purposes to collect relevant and reliable information;
  • Support the organization on needs assessments, baseline and endline assessments in coordination with relevant partners;
  • Support planning, implementation and follow-up of activities and exercises;
  • Ensure MEAL staff has sufficient resources to undertake their work;
  • Provide quality assurance on the data collected by project staff.
  • Support the conduct and facilitation of lessons learned workshops as relevant.
2) Field Management and data collection
  • Conduct pilot monitoring and review the tools.
  • Ensure that the assessment workers complete assignments accurately and on time by checking their work plan and field reports.
  • Evaluate the time required to process data and provide feedback on progress during processing;
  • Data processing and analysis for qualitative and quantitative collected data;
  • Check the data entered, detect missing, redundant data and propose possible improvements;
  • Assist the MEAL Manager with database quality control and inform him/her of any technical problems;
  • File questionnaires and IT data in an organized manner accessible to all (clear file names, well- organized etc.)
  • Gather the elements required for the analysis of data, cross check and report results.
3) Provide sufficient and reliable information to guide program development
  • Provide relevant, accurate and timely information to the MEAL Manager and program staff as requested;
  • Provide suggestions to the MEAL manager and program team on how to improve the MEAL system in the project;
  • Conduct data analysis including pre and post assessments and present and disseminate information to inform program management;
  • Submit all required monitoring reports, especially monitoring field visit reports
  • Support the development of dashboards and other visualization and analysis tools
  • Provide inputs to the med-term and final donors? reports, Grand review meetings, kick off and close out meetings.
4) Quality assurance
  • Run periodic spot checks on the activities within the project areas;
  • Debrief field teams and project managers and report to the MEAL Manager the outcomes of the spot check to allow for improvements;
  • Update APRs with MEAL related figures/outcomes in a monthly basis
  • Support the˙monthly revision of the APRs
  • Conduct monitoring and validation field visits to ongoing activities.
  • Support in implementing feedback and complaint mechanism when conducting MEAL exercises;
  • Support the rollout of the referral mechanism working with the MEAL officer and Accountability Assistant
5) Mission 5: Capacity building
  • In coordination with the MEAL Manager, deliver training and organize other capacity building activities for project staff on MEAL and selected cross-cutting themes;
  • Orient program team on MEAL roles and responsibilities;
  • Deliver Capacity building activities related to data collection and use of ODK and KOBO tools;
  • Support the MEAL Officer and Assistant in providing technical support to program team and other bases in designing data collection tools using ODK/KOBO;
  • Supervise and manage the MEAL officer
  • Provide any additional support requested by MEAL Manager.
6) Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency
  • Maintain the confidentiality of all sensitive information at all times
  • Perform other job-related tasks as requested by the supervisor

  • Lead on the promotion of gender, age and diversity principles through daily activities and / or through the management of teams, as well as through the planning and implementation of operations and strategies (managing performance and development)
