Job Description

Overview**This position is physically located in Kuwait in support of LOGCAP**

  • The Environmental Manager shall provide environmental management and PWS services in the following areas; air emissions, drinking water, waste water, hazardous material, hazardous waste, solid waste, medical waste, petroleum, oil and lubricants (POL), pesticides, spill prevention and response planning, above ground storage tanks and underground storage tanks. The Environmental Managers scope will include all duties relative to the environmental requirements of the contract. The Environmental Manager shall establish and execute a comprehensive Environmental Management Program. The Program shall ensure that all tenants, contractors and unit operations fully comply with installation environmental policies, international treaties, all applicable Host Nation laws and regulations; and Mandatory Publications that govern environmental areas of the contract. The Environmental Manager shall staff, establish and execute an Environmental Services Program, as well as monitor and inspect military units conducting training exercises.

  • Manage the training, growth, and development of the Environmental Management Program through the implementation of environmental strategies and action plans to ensure sustainability.
  • Must effectively handle managerial responsibilities as well, including but not limited to; payroll hours validation, staffing patterns; effective coaching and discipline.
  • Manager is responsible for recruitment and retention within the department as well as supervision, duty coordination, and performance evaluation.
  • Is the department head and hands on leader for the assignment of daily assignments, schedules activities and prioritization of emergency work
  • Develop and execute quarterly and monthly presentations to US Army .
  • Manage the development and enhancement of the Qualified Recycling Program.
  • Manage and conduct inspections of Hazardous Waste Accumulation Points (HWAPs) throughout the installations.
  • Manage & conduct operations of the Installation Hazardous Waste Storage Facility and the Hazardous Materials Redistribution Center, and consolidated Free Issue Center.
  • Manage results of inspections and maintain associated documentation and files.
  • Manage follow-up and corrective actions for deficiencies noted.
  • Audit, analyze and report environmental performance to internal and external stakeholders. Manage environmental training to all tenant units handling hazardous wastes and hazardous materials.
  • Manage and oversea the Installation Spill Response Team.
  • React to change productively and handle other essential tasks as assigned.
  • Promote and raise awareness, at all levels of the organization, of the impact of emerging environmental and sustainability issues
  • Coordinate and assist installation and all tenant units with environmental needs as required.
  • Performs other duties as assigned.
Qualifications
  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • Bachelors Degree in Environmental Science, Environmental Management, Environmental Engineering or a related field.
    • Experience working with a military customer, reporting at Brigade level briefings, and/or as a part of an Army Environmental Program is highly desired.
    • Must be able to obtain a Host Country Drivers License
  • Clearance:
    • Active Secret Clearance
  • Proof of COVID-19 Vaccination:
    • To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.
  • Experience:
    • Must have at least 10 years of professional environmental management experience dealing with multiple and complex Environmental Programs including Water and Wastewater Management, Hazardous Material/Waste Management, Compliance, Recycling and Pest Management Programs.
    • Knowledge of ISO 14001 Environmental Management System (EMS), environmental regulations, policies, and procedures applicable to US, Army and local customer.
  • Preferred Certifications:
    • REM, preferred but not required.
    • CHMM, preferred but not required.
  • Supervisory / Budget Responsibilities:
    • Potential to manage a section of up to and in excess of 90 staff including required reporting. Responsible for Environmental Budget.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very
    • adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to
    • physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to,
    • head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and post policies.
