Job Description

BackgroundThe Program Director will support the laboratory systems strengthening work of the Association of Public Health Laboratories (APHL) in meeting the Global Health Security Agenda goals through a cooperative agreement with the U.S. Centers for Disease Control and Prevention (CDC), Division of Global Health Protection (DGHP).The candidate will possess an advanced degree and public health experience across the Middle East and North Africa regions. The Program Director will liaise with CDC Middle East and North Africa (MENA) Regional Office, CDC HQ, MoH/National Public Health Laboratories (NPHL), county laboratory coordinators, and other collaborating partners in Oman and will implement agreed-upon strategies to enhance the public health laboratory network and improve overall surveillance systems.?The candidate will serve as a full-time contracted employee to APHL through September 29, 2021, with annual renewal subject to satisfactory performance and continued availability of funds. APHL Headquarters (HQ) is located in Silver Spring, Maryland, USA, and this is a field position located in Muscat, Oman.APHL works to strengthen laboratory systems serving the public?s health in the United States and globally.Scope??????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????APHL is seeking a Program Director with a background in laboratory sciences, experience in advanced molecular diagnostic testing, including next-generation sequencing techniques and other advanced molecular detection techniques, to support Oman?s public health laboratory system. The scope of work will primarily focus on supporting global health security (GHS) activities, emphasizing strengthening the public health laboratory network. This individual will liaise with CDC Middle East and North Africa (MENA) Regional Office, CDC HQ, MoH/National Public Health Laboratories (NPHL), county laboratory coordinators, and other collaborating partners in Oman and will implement agreed-upon strategies to enhance the public health laboratory network and improve overall surveillance systems. The individual will have a strong understanding of the laboratory system in Oman with significant experience supporting laboratory initiatives in the country. In addition, the candidate will demonstrate excellent communication and organizational skills.

  • Liaison and collaborate with the USDH MENA Regional Office Regional Laboratory Advisor on joint priorities and projects to ensure coordination of all activities in the region.
  • Provide laboratory trainings, technical guidance, and monitoring and evaluation for APHL Biorisk assessment training focused on SARS-CoV-2 diagnostic testing and other priority diseases.
  • Provide technical assistance for designing, implementing, and monitoring strategies to strengthen the public health laboratory network, aligned with the national laboratory strategic plan.
  • Provide laboratory trainings and mentorship on advanced molecular diagnostics, including unidirectional laboratory workflow, good molecular technique, next-generation sequencing, and associated analysis (bioinformatics) at the NPHL and selected labs.
  • Contribute to developing staff skills and knowledge through individual and group mentorship and training, especially in the area of priority diseases and specimen handling and the development of Standard Operating Procedures (SOPs).
  • Provide technical guidance on ISO 15189 quality management systems in accordance with internationally accepted standards of practice as required.?
  • Provide training, technical guidance, and evaluation of activities focused on biorisk assessment and other quality management, leadership or technical training,
  • Support implementation of public health laboratory network enhancement activities including, but not limited to, sample referral and transport mechanisms, quality management systems, data management, workforce development, and biosafety and biosecurity.
  • Represent APHL at national and regional meetings (as appropriate).
  • Coordinate and work with diverse groups or organizations and stakeholders, including MoH, laboratory leaders and laboratory facility staff, international development organizations, APHL HQ, CDC MENA Office, and CDC HQ.
