Job Description

Job Purpose

  • Provide specialized professional services relating to education and coordination of all academic program activities and managing National Scholars & Sponsored employees and ensuring their academic completion to prepare them for career pathways in line with the Company?s Qatarization Plan.˙
Job Context & Major Challenge(s)
  • Complexity in updating and enhancing the Scholarship policy and procedures to cope and keep up with the rapid growth of scholarship opportunities, challenges, and competition in the local job market.
  • Assurance that academic programs and curriculum are designed, developed and aligned to industry and business need.
  • Locations abroad pose significant communication and logistical barriers that may impede timely resolutions to issues affecting students under sponsorship.
Key Job Accountabilities - I
  • Support the development of the company?s Qatarization KPI by identifying the Scholarship demand plan in coordination with Workforce Planning & line departments. Represent Qatargas in the E&I sector scholarships interview panel by conducting interview and analysing outcomes to select future candidates. Manage the screening, selection and approval process of Sponsorship applications for internal employee candidates. Review requests to assess the validity of proposed business cases and eligibility of applicants in line with the Company?s criteria & selection framework.
  • Implement and maintain the Company?s internship programs, including the development and monitoring the implementation of individual internship development plans with the line. Contribute to the outreach program activities, such as career fairs, as and when needed to promote the scholarship & internship program.
  • Coordinate activities related to the scholarship/sponsorship program with Qatar Energy (QE) focal points including the contractual agreements, all scholarship/sponsorship related documentations, and processes such as medical & CID clearance. ˙
  • Monitor academic progress of Qatargas sponsored employees (not part of QE agreement), conduct counselling, and implement the required disciplinary actions. ˙Manage the performance rating of Sponsored employees by analysing the student?s academic performance to identify the rating and ranking in line with the approved distribution curve by HR.˙
  • Participate and contribute to the Education Program Committee (EPC) jointly with Head of Qatarization to evaluate Energy and Industry (E&I) students? requests such as reinstatement, repeating an academic year, change of major, termination of Scholarship contracts, and other tasks as required. ˙
Key Job Accountabilities - II
  • Prepare the executive summaries of the Company initiatives related to key elements required for the Energy & Industry (E&I) Sector?s Annual Qatarization Awards related to academics and education.
  • Support the development and enhancement of policies/procedures/processes and provide the required input about Sponsorship/ Scholarship and Internship.
  • Prepare comprehensive reports relating to the Scholarship/Sponsorship data including headcount, academic progress, and disciplinary actions to senior management & line departments of allocated students.
  • Prepare the budget estimates and forecasts for Scholarship/Sponsorship and monitor costs via monthly accruals exercises. Ensure the accurate monitoring and approval of expenditures for the scholarship budget including tuitions fees, ticket charges, QE admin charges, visa reimbursements, overseas allowances, mobilization & demobilization allowances etc. Also, assist in the preparation of the accrual and variance analysis and any items related to invoices payment as required in coordination with QND members.
  • Handle all required tasks related to Qatarization and National Development including contracts, management processes, accruals, variance analysis, CWO, purchase orders, etc.
Qualifications
  • Bachelor?s degree in Education or Management.
Knowledge and/or Experience
  • 5 years? varied education, training, counselling, and career development experience within the oil, gas, or petrochemical industry.
