Job Description

All selected candidates will, therefore, undergo rigorous reference and background checks.Strengthening accountability and tackling corruption are essential pre-requisites for Iraqs long-term stability, economic recovery, and development. Both Iraqi and regional Kurdish governments have recently initiated steps to drive an ambitious anticorruption agenda. However, significant gaps remain in legislative and strategic framework, investigation and adjudication, enforcement and recovery of stolen assets. Iraq adopted in March 2021 the Convention on the Recognition and Enforcement of Foreign Arbitral Awards, but implementation measures are needed. UNDP in Iraq launched a project in May 2021 to support public partners at federal and the Kurdistan Regional Government to improve their capacity and legal framework to combat corruption and conduct commercial litigation.The project titled ?support to justice initiatives curbing corruption and promoting commercial dispute resolution? (hereinafter, Anti-Corruption & Arbitration Initiatives, ACAI) is funded by the European Union for a period of four years. The project works closely with the Prime Minister Office in Baghdad and supports directly the Commission of Integrity, the Higher Judicial Council and the Legal and Integrity Committees of the Council of Representatives. In Erbil, the project follows a similar mechanism of collaboration. Further, the project works with key civil society and investigative media organizations.The project has the following specific outcomes: (1) Improved Legislative and Strategic Frameworks for Anti-Corruption; (2) The justice sector, lawyers and CoI are better equipped to process corruption offences due to (2.1) improved technical skills relevant for corruption investigation, prosecution, adjudication and (2.2) improved integrity rules of the justice sector; (3) Enhanced legislation, institutions, and capacity for commercial arbitration through (3.1) Enhanced access to ADR mechanisms through reformed legal framework compatible with domestic needs, best practices, and international conventions, (3.2), Modernized commercial courts, enforcement departments, and arbitration and mediation centers in structure, proceedings, and practices, and (3.3) Enhanced capacities of judges, selected public servants, local arbitrators, and mediators, and increased awareness of ADR among academics, legal and business societies; (4) Create a climate of support in Parliament for anti-corruption reforms; (5) Increased transparency and public accountability.The Judicial Analyst will be recruited by UNDP under Output 2.Duties and ResponsibilitiesUnder the supervision of the Senior Investigation and Adjudication Specialist, the Judicial Analyst will provide advisory and technical support to develop training material and provide training to justice professionals, facilitate and help organize the training workshops, support the monitoring and assessment of skills learned, and support the communication of training workshops. Specifically, the Analyst will undertake the following:General management support:

  • Provide support in conducting surveys to determine the level of awareness of justice professional;
  • Support in ensuring timely implementation of the project work plan notably under Output 2; Ensures timely and adequate reporting against plans, including timely and articulate progress reports; Manages day to day administrative matters for the project with support from administrative staff and the performance of consultants and specialist advisers;
  • Assist the Senior Investigation and Adjudication Specialist to mobilize, promote and advocate for institutionalization of global standards in investigation, adjudication and judicial integrity;
  • Support in institutionalizing a culture of integrity within institutions involved in fighting corruption by organizing awareness workshops and conferences;
  • To collaborate with relevant institutions to develop training material and conduct ToTs from among the judicial supervisors.
Facilitation of workshops and conferences:
  • Support the organization of workshops, conferences and public events including the agenda design, clerical support and translation;
  • Contribute to identify the participants, speakers, presenters and moderators;
  • Assist in the development of training material, ToT material, online training module, workshop concept notes and presentations;
  • Support in training public officials on investigation and adjudication of corruption offenses as per project implementation plan;
  • Identify challenges and risks for holding of events at design, implementation and reporting phases
  • Provide occasionally translation support for training related material & interpretation support during events, workshops and meetings;
  • Provide editing support on translated documents by service providers.
Stakeholder engagement:
  • Liaise with and maintain strong relationships with justice institutions notably the judiciary and Commission of Integrity to ensure their cooperation, buy-in, access, and support for the implementation of the training drafting and other activities in line with the project document;
  • Build trust, communicate and work closely with all the stakeholders of the project notably under Output 2;
  • Enlist the cooperation of non-governmental entities such as bar associations and judges unions;
  • Identify the appropriate levels of interaction with stakeholders and advice the project management on sustaining dialogue and cooperation with them;
  • Support the institutionalization of the training material into curriculum and the the delivery of the training workshops into the modus operandi of the Judicial Institutes, the Anti-Corruption Academy and similar sustainable mechanisms;
  • Identify and enlist the participation in project training workshops of trainers, resources people, and speakers.
Support M&E and reporting
  • Support in taking the minutes during the workshops, and drafting workshop reports
  • Lead on pre and post-assessment of participants? skills
  • Document participation, training material material, agenda, talking points, photos and other material in line with M&E framework and in consultation with M&E and reporting specialist;
Support Communication
  • Support the documentation of training material and photos for communication and visibility
  • Draft communication material in line with communication and visibility plan under the guidance of the public outreach and communication specialist;
  • Review the editing of communication material in Arabic
