ThinkWell is an International Health Systems development organization focused on using tailored Health Financing approaches to help low- and middle-income countries achieve universal health coverage. We believe that effective health financing systems are essential to ensuring health services are well resourced, high quality, accessible, and do not cause financial impoverishment by those who use them. ThinkWell employs a ?whole-of-systems? approach to health financing. We specialize in five practice areas that intersect with health financing: governance, human resources for health, the private sector, public financial management, and research and evaluation.ThinkWell has a growing portfolio of projects in Pakistan and is building a team of talented and motivated staff. ThinkWell is recruiting a Technical Specialist to grow our work in the space of SP4PHC (Strategic Purchasing for Primary Healthcare), a 4-year funded project by Bill and Melinda Gates Foundation and other such upcoming projects in the future.The Technical Specialist serves as a subject matter expert in health financing and strategic purchasing and leverages that expertise to support the technical program implementation of one or more projects in Pakistan. The Technical Specialist provides technical advice and strategic guidance to internal project teams and external partners (government ministries, local entities, etc.) to promote the design and execution of improved purchasing arrangements for PHC services in Pakistan. The Technical Specialist brings strong quantitative skills and research capacity (typically in health economics, health financing, and strategic purchasing) as well as a solid understanding of the design, implementation, and evaluation of health financing policy reform.The Technical Specialist will be based in Karachi (Sindh) and will report toTechnical Advisor, Sindh.Please note: Pakistan nationals are encouraged to apply. This position includes a national benefits package and does not include international relocation or expatriate benefits. This position is contingent upon funding.Program Design and Implementation

• Provide technical assistance to ensure high-quality program results and execution across projects in health financing.
• Support the design and implementation of health financing (strategic purchasing) mechanisms such as health insurance, outsourcing, performance-based financing.
• Create graphics and visualizations of quantitative and qualitative data.
• Contribute to work planning, coordinating external partners, and leading engagements with public and private sector.
• Develop monitoring, evaluation, research, learning tools, indicators, and plans.
• Ensure production of high-quality learning outputs. Provide written input into technical documents, project status reports, blogs, and articles for publication and dissemination on ThinkWell?s website, external sites, and conferences.
• Contribute to the development of a learning agenda, identify learning products that are suitable for policymakers, program managers, and academics.
• Draft or revise sections of donor reports and coordinate team member inputs.
• Communicate with other ThinkWell technical advisors globally to build, share, exchange, and disseminate technical knowledge.
• Collaborate with other parts of the organization to design technical training and development activities to support and build professional development.

• Occasionally represent ThinkWell with external partners, donors, or stakeholders at meetings and events.

Organizational and Business Development

• Contribute to business development, including desk research, technical input, and proposal and concept note writing.
• Conduct desk research, including literature reviews, data mining, and analysis on relevant technical and policy issues, and effectively summarize findings.
• Data collection and analysis for country research studies.
• Collaborate with Design Lab to collect and pursue new business information and contacts.
• Publish papers, articles, and blogs. Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results. Build ThinkWell?s reputation as a thought leader in the field.
• Consult and coordinate with key stakeholders within government, donors, and other entities to build the ThinkWell program division and reputation.
• Play a firm-wide leadership role and participate in company initiatives and teams to build intellectual and human capital in health financing.
