Job Description

Duties

  • Provide expert advice, recommendations, and guidance to staff, subordinate activities, the Senior Contracting Official.
  • Hold an Unlimited Warrant.
  • Represent the Command on DOD/DA committees and subcommittees.
  • Stay current on industry and business practices, sources of supply, cost factors, and requirements characteristics.
  • Advise the Command on all matters concerning the Competition in Contracting Act.
  • Plan and execute a systematic and comprehensive self-assessment Contract Management Review (CMR) program.
  • Serve as Acquisition Advisor to the USARCENT Coalition Acquisition Review Board (CARB).
  • Serve as Acquisition Workforce Advocate.
  • Provide guidance and oversight for the Command service contract QA programs.
  • Provide oversight of the GPC program throughout the Command.
  • Serve as Deputy/Alternate to the SCO directly responsible to the Commander, U.S. Army Contracting Command, in their role as Head of Contracting Activity (HCA) in support of the AOR.
  • Provide information and respond to inquiries from private industry on doing business with the Command.
  • Plan and execute budgets.
  • Responsible for execution and management functions in support of 408th CSB assigned customers for the procurement of assigned items as well as resource utilization, manpower and personnel, and operational and administrative services.

  • Position is designated Emergency-Essential (E-E) in support of mobilization and wartime mission. Employee is required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority.
  • Employee must pass a medical examination and receive required immunizations for the overseas/deployed location. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment.
  • The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 48 months as of entrance on duty.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
