Job Description

Job PurposeThe Resource Planning Specialist is responsible to develop, analyse and maintain medium and short term plans (staff and equipment) and rosters for the assigned business area in line with business plans, strategy and Service Level Agreement (SLA) . In addition, to develop various plans that support infrastructure and operational projects like runway resurfacing, DWC PTB operation and movement of airlines between terminals. They are also responsible to apply statistical and optimisation methods to develop and interpret scenarios that supports management with decision making and strategic policy formulation to serve customer airlines in an innovative & cost effective manner.Key ResponsibilitiesPlan- Facilitate all the activities relating to the manpower and equipment budgets in the various departments of the business area and overseas Joint Venture Companies, during the annual budget process.- Conceptualise, develop, and empower line managers on resource deployment rules keeping in view business plans, strategy & specific service level agreements with customer airlines. Transform/model these rules in the resource management system.- Formulate and apply mathematical modelling & statistical analysis and other optimizing methods to develop and interpret What-if scenarios. Recommend the impact on resources and Keep Performance Indicators (KPI) in line with business operating strategy to the business units. Challenge where required to optimise the resource plans for increased efficiencies.- Evaluate resource requirement/business cases prepared by the department for additional /replacement resources keeping in view the yearly budget Plan, KPIs and other parameters. Recommend the optimum resource requirement to obtain Presidential approvals for the business.Deploy- Influence and interact with process owners and department heads for effective implementation of redesigned rules and processes- Train and develop line management personnel on tools and techniques used by resource planning team, with specific reference to planning and allocation of resource to optimize efficiency and productivity.- Act as SME for Resource management system and associated tools to enable maximum usage in developing various Planning scenarios.- Manages adhoc Manpower and GSE plans to facilitate infrastructure development/changes undertaken by Dubai airport from time to time like Runway resurfacing, PTB operation or movement of airlines between terminals.Lead- Plan, lead, organise, and facilitate project teams to improve engagement standards for all business units across the business in conjunction with other functions in Business Support .Execute- Outline optimised master rosters for all operative volume related resources of business based on agreed roster rules & Load factors due seasonal schedule change. Present the optimised roster solution along with full roster Management Information System (MIS) (like roster coverage, under coverage, roster efficiency) to senior management, keeping in view the maximum utilisation of existing resources and ensuring necessary service levels are met within defined roster rules. Highlight areas of variation on resource requirement.- Maintain engagement standards for all departments and continuously monitors and updates standards via OSOBR (One set of Business Rule) process. Share full analysis and matrix on engagement standards, utilisation and other parameters with Finance for airline profitability exercise.- Prepare and maintain all regular/adhoc reports pertaining to KPI, short- and long-term manpower status/requirements, engagement rules and master rosters on a weekly, monthly or annual basis in order for senior management to make informed resource and manpower related decisions.- Evaluate feedback from Real Time Control (RTC)/statistics reports on engagement rule variations and utilise information to review and recommend revised engagement standards. This will help in an optimised plan-deliver-review cycle.Qualifications & ExperienceExperience- Engineering/Planning- Experience in the fields related to Resource management and scheduling, including BPR, Method Study, Work Measurement, operations Research.- Experience is in the airline or airport services industry, and/or as Industrial Engineer responsible for Work-Study, Industrial Engineer/Business Process Re-EngineeringQualification- Degree or Honours (12+3 or equivalent)- Degree in engineering or scientific discipline. Industrial Engineering is preferred.Knowledge/skills- IE qualification including development of all relevant techniques. System user training required on INFORM suite.- Strong analytical ability and diagnostic and problem solving skills- Effective communication (written and verbal) and negotiation skills, Creativity and lateral thinking- Systematic documentation of project reports/systems and processes.- Well versed with the knowledge of standard PC packages namely:- Database (MS-Access),- Spreadsheet (MS-Excel),- Power BI
