Job Description

Job Summary: The Analysis & Evidence Specialist is a technical specialist to support specific matter related to needs assessments, GIS, situation and problem analysis, monitoring, evaluation and operational information management in delegation needed to ensure evidence-based and outcome-oriented programmes.The job holder will ensure a rigorous methodological approach to geographic data collection, management, analysis, and visualization to inform decision making. The specialist identifies opportunities to leverage geospatial analyses and the range of GIS solutions to assess humanitarian needs and demonstrate the impact of programs. Collaborating with management and coordinators, the specialist contributes robust geospatial analyses and products for strategic prioritization and targeting exercises. The specialist also oversees the maintenance and development of georeferential data and GIS standard products, updates the map library, and supports projects with geocomponents with data and trainings.Overall, the Analysis & Evidence GIS Specialist plays a crucial role in supporting evidence-based decision-making through geospatial analysis, while contributing to the maintenance, standardization, and accessibility of crucial geo-referential data and GIS products.Objectives and Tasks:Functional responsibilities:

  • Supports the implementation of delegation level A&E strategies and team?s priorities
  • Supports the implementation of needs assessments, GIS, situation and problem analysis, monitoring frameworks, logic models, and other technical guidance aligned to A&E standards
  • Supports the delivery of workshops and training
  • Provides support to A&E coordinators in strengthening the institutional capacity and visibility of A&E, through the redaction of reports and training material
  • Represents the ICRC with local partners/stakeholders in his/her area of responsibility
SPECIFIC ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES:1.Data collection and management (30%)
  • Takes responsibility for timely preparation, maintenance and provision of geospatial information and maps in support of the delegation?s operations.
  • Coordinates the collection, processing, evaluation and dissemination of geospatial data including vector, raster and thematic data.
  • Identifies appropriate geospatial data sources (including open data and big data) for analytics projects.
  • Collaborates with other A&E staff to improve data flows, data quality, etc.
  • Plans and organizes field data collection using GPS and mobile data collection tools including Survey123 tool.
  • Organize and maintain the geo-referential data of the delegation (within Location Manager and GIS server. Filing and storing of geo-data and meta-data following ICRC GIS guidelines.
  • Reports Geodatabase and map products to central HQ database following ICRC GIS Guidelines.
  • Standardizes and updates the delegations map library with internal and external products.
  • Ensure integration of geo-data and referential data during data collection exercises according to ICRC standards.
  • Support projects with Geocomponent deployed in the field (CMMAT, CONOPS, PAM, Geofence, Premises safety point) by providing data and training on the tools.
  • Coordinates and supports data management practices with GIS data officers within area of responsibility to be aggregated on the GIS server.
  • Supports delegations in improving data collection practices, ensuring geo-data and referential data are integrated according to ICRC standards.
  • Analyses and encourages use of internal and external data sources.
  • Networks with external actors to improve the quality of geo-data and extend its coverage.
2.Mapping support (60%)
  • Provides GIS support to other departments as needed by the delegation; may provide GIS support to national societies.
  • May provide technical support to GIS officers in the region and carries out regular support missions (to sub-delegations, offices, etc.) including provision of data to neighbouring countries and remote GIS support.
  • Seeks out and circulates map products (ICRC and external) within the organization.
  • Ensure the availability of ICRC standard static maps at the frequency defined with the delegation.
  • Ensure a minimum level of preparedness for crises and the ability provide rapid response with ICRC maps, focusing on key areas.
  • Produces maps to help meet the delegations operational and reporting objectives in line with the ICRCs GIS guidelines.
  • Performs and documents methods, processes and quality assurances of programmed outputs.
  • Creates online databases, dynamic web maps and visualization dashboards.
3.Analysis & Reporting (10%)
  • Contributes to the drafting of A&E activity reports on the status of results and implementation progress, including data visualizations as well as innovative, user-friendly and informative products
  • Contributes to institutional reporting and dashboards by supporting colleagues in delivering reports, revisions and optimization
  • Act as a lead and communicate with relevant staff for projects with geo-components.
  • Act as a focal point or back up person in A&E emergency response in her area of responsibility.
SPECIFIC DELEGATION TASKS:
  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation?s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC?s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC?s image
  • Takes responsibility for their own professional learning and development
  • Applies ICRC Rules on Personal Data Protection to personal data processing activities and the use of technologies for such processing
  • Knows, applies and complies with all the administrative procedures linked to his/her work (SRs, financial, HR, logistical, etc.)
RELATIONSHIPS Internally interacts with the rest of the A&E team at delegation level where s/he carries out support assignments, the network of regional specialists or thematic advisers, and coordinators. Also interacts with other units and divisions at headquarters.Externally represents the ICRC to community leaders, authorities and organization in the same field of expertise (e.g. UN agencies, NGOs, academia, Statistical Offices). May interact with organisations that provide external data, in coordination with CIM_CORP_TRAK (Communication Information Management / Corporate / Trends, Reputation, Analysis & Knowledge).GENERAL DUTIES
