Job Description

˙BACKGROUND AND PURPOSE OF THE ASSIGNMENT:The job holder reports to the Protection Officer or the designate. At this level, the job holder is expected to take responsibility for protection case management and support in mainstreaming and integration of protection in WFP Lebanon.ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):Within the assigned unit and delegated authority, the Protection Associate will be responsible for the following duties:

  1. Manage protection and non-protection referrals in line with the inter-agency minimum standards for referral (SOP and service mapping);
  2. Support the Protection Officer in conducting protection-related assessments and analyses including concrete recommendations aimed at addressing issues identified, with a view to further protection mainstreaming in WFP?s programmes;
  3. Conduct capacity strengthening activities on protection related topics targeting WFP staff and partners;
  4. Act as a point of contact for the AAP/protection unit for mitigating and addressing issues linked to WFP?s programme setup that have been identified to have relatively higher protection risks to:
  • Identify, monitor and track the main sources of protection risks and the likelihood or severity;
  • Systematically track and analyse the identified trends or patterns of issues;
  • Assess existing capacities in the community, including local actors that can contribute toward addressing or reducing or eliminating such risks;
  • Consult with communities on the appropriateness and effectiveness of recommended courses of action.
  1. To enhance safety and dignity in community engagement activities, strengthen protection mainstreaming in the design and management of community outreach volunteer programme by:
  • Supporting in the design of the community outreach volunteer programme with a protection lens, by contributing towards risk analysis ? especially agency risk - and putting in place measures to reduce such risks;
  • Refining the profiles of community volunteers who will be engaged;
  • Facilitate the CPs in training community outreach volunteers in community-based protection components, so that they uphold the highest ethical standards in engaging with communities, and also facilitate safe referral of protection cases should they identify these in the community.
  1. Monitor mainstreaming of protection, accountability and inclusion in cooperating partners implementation:
  • Monitor cooperating partners? progress towards implementing the protection, accountability an inclusion actions that they committed to in their proposals;
  • Monitor partners? reporting on the mainstreaming actions and activities they implemented and their outcomes;
  • Provide partners with technical support and guidance as needed.
  1. Support in the design and implementation of technical tools for protection mainstreaming and inclusion including protection awareness sessions, safety checklist for implementation sites, etc.
  2. Coordinate the design and implementation of creative protection monitoring approaches to ensure compliance with contractual agreements and delivery of quality in-kind food and cash assistance activities where human interaction is necessary to facilitate the process, e.g. in contracted retail shops and MTOs. This entails:
  • Develop a guide and associated toolkit for different protection monitoring approaches and facilitate its launch.
  • Design ?mystery shopper? profiles to test compliance to a variety of service level agreements
  • Document experiences and recommend appropriate actions to be taken based on the observed behaviour in each context.
