Job Description

JOB SUMMARYÿThe Purchaser Engineer manages procurement for a specific category of technical products (e.g. for Water and Habitat (WatHab) activities) in their assigned region, in accordance with ICRC rules and regulations.OBJECTIVES AND TASKSMain ResponsibilitiesSourcing and Supplier Relationship Management (30%)-Sources, assesses and evaluates suppliers in collaboration with their direct supervisor and updates supplier master data.-Follows up on the supply process from quotes/tenders and supplier selection to delivery, including negotiating with suppliers and establishing contracts.-Updates supplier performance indicators.Takes part in preparing collaborative demand planning meetings and integrates the resulting decisions into the purchase plan.-Negotiates purchase conditions and purchases the goods and services requested.Tendering and Purchase Order Creation (50%)-Processes Wathab purchase orders and establishes contracts with suppliers; ensures that related information is made available in the local database or filing system (product specifications, delivery and payment terms, and penalties).-Assumes responsibility for all aspects of procurement for WatHab Lebanon in coordination with other WatHab Purchaser(s) and the wider procurement team, ensuring compliance with the delegation?s Rules on Financial Management and ICRC Procurement Guidelines.-Support and advise WatHab Project Managers along early phases of the project cycle on aspects related to procurement, contributing to realistic end-to-end planning of WatHab activities;-Support WatHab Project Managers in the drafting of technical project documentation, providing early feedback on documents (e.g. BoQ, Technical Specifications) from a procurement perspective;-Draft and finalize contractual documents in close coordination with the WatHab Project Manager and Finance & Administration colleagues;-Draft and launch Requests for Quotation/Tender (RfQ/T), collect offers, and share timely with WatHab Project Managers as required;-Support clarification meetings and/or site visits for bidders as required and in close collaboration with the WatHab Project Manager, and ensure transparent and efficient information flow between bidders and WatHab Project Manager during the RfQ/T process;-Analyse offers, prepare selection tables, and follow-up on financial and technical approvals;-Follow up on progress, reception of goods and services, focusing on quality and compliance with offer documents;-Receive invoices and prepare them for payment, ensuring efficient approval and payment;Reporting (20%)-Ensure reliable information flow between Beirut and other Logistics colleagues as relevant, particularly in Amman and Geneva;-Keep WatHab Project Managers systematically informed on the progress of procurement related to the projects under their responsibility;-Monitor market prices and keep price lists for benchmarking of critical and/or regularly required items;-Administer the delegation?s contractor database for pre-tender qualification, ensuring and following up on solid contractor evaluation after completion of projects and update it at least annually;JOB DETAILSJob Location:ÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿBeirut with field trips all over the countryWorking Schedule:ÿÿÿÿÿÿÿÿÿMonday to Friday from 8h to 16h30Contract TypeÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿFixed Term1 year (renewable based on performance and need for position)OpeningÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿOctober 18th 2022ClosingÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿÿOctober 28th 2022SUBMISSION GUIDELINESPlease upload your CV and Cover Letter in one document.Due to the large volume of applicants, we are unable to respond to application?s queries.Only short-listed candidates will be contacted.We thank you in advance for applying through the URL Link provided as applications received through email below will not be considered.The ICRC is committed to creating an inclusive working environment for all its employees.
