All selected candidates will, therefore, undergo rigorous reference and background checks.Decentralization, Human Rights and Local Governance is a multi-sector project aimed at strengthening rights-based development, community stabilization, gender equality and social inclusion across all regions and provinces of Pakistan. The core objective of the project is to ensure inclusive and equitable service delivery by providing technical assistance and capacity development support to relevant federal ministries, provincial line departments, statutory bodies, civil-society and private sector organizations. A key aim is to support the creation of an enabling environment for accelerated access to rights, people centered justice and people centered security. The project is aimed at institution building while connecting with vulnerable and at-risk communities to build trust between rights holders and duty bearers, for inclusive, expeditious and transparent access to rights and services. The Project will work with key UN partner agencies including OHCHR, UNHCR, UNWOMEN, ILO and IOM in line with the One-UN strategy to leaving no-one behind. Key beneficiaries will include vulnerable and at-risk men, women, girls, transgender persons, persons with disabilities as well as marginalized and vulnerable populations in general. UNDP will leverage its partnerships with government, statutory bodies, private sector and civil-society stakeholders at the national and sub-national levels for the institutionalization of a rights-based approach to development across Pakistan.Under the overall guidance of the Chief Technical Advisor (CTA) Decentralization, Human Rights and Local Governance Project (DHL), the Community Stabilization Expert will serve as a technical resource to oversee, develop and deliver the agreed targets on community stabilization, peace building and preventing violent tendencies and shall perform the following functions:Duties and ResponsibilitiesCommunity Stabilization Specialist will work under the supervision of and report to the Chief Technical Advisor.Summary of Key Functions:

  • Oversee the community stabilization project component in Balochistan and Khyber Pakhtunkhwa (KP), and possible expansion to other parts of PakistanOversee implementation of the DHL?s livelihood skills training componentsSupport the implementation of DHL?s country wide gender-justice and human rights initiatives
Oversee the community stabilization project component in Balochistan and KP
  • Lead implementation of the programme in Gwadar, Balochistan, Newly Merged Areas, KP, and oversee expansion across other possible locations
  • Coordinate intervention on psycho-social support and formation of integrated support groups
  • Engage civil society and government experts to develop strategy for comprehensive community stabilization programme
  • Conduct consultations with relevant national and subnational government partners, including Social Welfare, Protection, and Women?s Development Departments for incorporation of feedback and recommendations into the community stabilization component and programme strategy
  • Consult civil society and local organizations for community engagement and awareness on promoting peacebuilding in target communities
  • Lead the training of psychologists from relevant peers and experts on implementing a comprehensive psycho-social programme with individuals as well as community leaders, teachers and partners from academia
  • Support the migrant hosting and other vulnerable and at-risk communities to ensure promotion of harmony and tolerance
  • Explore synergies with other projects in UNDP Pakistan for joint programme design and implementation
  • Prepare progress reports and necessary knowledge products while ensuring compliance with organizational and donor standards and timelines for reporting
  • Coordinate with relevant UN agencies, especially UNWOMEN, UNOHCHR and IOM for successful implementation of UNDP?s stabilization activities in border regions.
Oversee implementation of DHL?s ˙livelihood skills training components
  • Prepare a comprehensive implementation plan for the livelihood skills training component in target provinces
  • Ensure innovative and non-traditional employment opportunities for women beneficiaries˙
  • Build capacities of relevant civil society and government stakeholders for effective implementation of small grants programmes, skills building and job creation initiatives
  • Coordinate with government partners to replicate implementation in other target districts˙
  • Coordinate with all key partners to ensure inclusive implementation of the programme ? bridging the gap between rights holders and duty bearers.
Provide specialized advice to the implementation of DHL?s country wide gender-justice and human rights initiatives
  • Coordinate with relevant UNDP and DHL?s pillars on human rights and social inclusion and gender quality to exchange best practices and lessons learnt from past implementation
  • Ensure inclusion of key recommendations and inputs from relevant government and civil-society stakeholders
  • Prepare regular progress reports for submission to ˙donors, Country Office and regional offices
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.˙

Required Skills and Experience˙Education:
  • Advanced university degree (masters degree or equivalent) in development, human rights, public policy or related field is required, or˙
  • A first-level university degree (bachelor?s degree) in the above mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum of 7 years (with master?s degree) or 9 years (with bachelor?s degree) of progressively responsible experience at the national or international level in community based interventions
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.)˙
  • Knowledge and experience in relevant thematic area
  • Good stakeholder management and partnership development
  • Relevant experience of the development sector in Pakistan, particularly programmes and partners in conflict and post-conflict regions
  • Experience in report writing, community stabilization initiatives, human rights best practices and related themes
  • Experience in conceptualizing, designing and implementing targeted programmes on conflict resolution and stabilization
  • Experience in provision of capacity development support to civil-society and local community based organisations on psycho-social support and livelihood skills development programmmes
  • Prior work experience on ?women, peace and security? in conflict or post-conflict scenarios
