About the job Investment Promotion Analyst, Planning Support Unit ( Closing date 31-03-2024)Title:ÿ?Investment Promotion AnalystDuty Station:Peshawar Type of Contract:3rdParty Employment ContractDuration:?Full time between April 2024 until August 2024Background:The Stabilization and Inclusive Development Programme (SIDP) was established in May 2015 to complement the efforts of the Government of Pakistans vision 2025. SIDP is oriented around four main goals: engaging communities to promote social cohesion and participate actively in the rehabilitation process; improving economic development opportunities for communities; improving access to basic services including education; and promoting economic and social empowerment of women.The Government of Khyber Pakhtunkhwa (KP) is aiming to further develop a conducive business environment for the private sector. A supportive policy framework, enabling infrastructure and simplified administrative procedures are critical to attract private sector investment in the region. The GoKP intends to further streamline the investment patterns across different sectors in order to leverage the available resources for achieving accelerated economic growth.UNDP through funding from USAID and in collaboration with the Planning and Development Department (P&DD) has established a Planning Support Unit (PSU) aimed at providing technical backstopping for this initiative. The unit is led by a Team Lead having a team of experts in the areas of financial inclusion, economic growth and investment promotion. The PSU supports relevant sections of P&D, Finance and Industries Departments along with relevant entities of GoKP like KP BoIT, BoK, Chambers of Commerce, KP TEVTA to improve planning, implementation of economic development initiatives and gathering results. Supporting business enabling environment and development of the private sector, with key focus on SMEs are the predominant areas of support by the PSU.Khyber Pakhtunkhwa Board of Investment and Trade (KP BoIT) is established for the promotion of trade and investment activities in Khyber Pakhtunkhwa (KP). The GoKP is committed to bring economic prosperity in the province through industrial and trade development and delegated this role to KP BoIT. KP BoIT is striving for exploiting the potential of the province into reality and is focused on meeting its important objective of facilitating local and foreign investors desirous of benefiting from the potential of the Khyber Pakhtunkhwa Province.KP BoIT aims to revolutionize business networking by providing a comprehensive platform that connects professionals and create an environment conducive to collaboration and growth, the KP KP BoIT under technical assistance from PSU intends to focus on two broad areas:

  1. Development of an Enterprise Application to connect SMEs, investors and government. The platform would inform SMEs about relevant services, facilities, incentives, innovative ideas/models, redressal of issues/challenges and inform policy discourse.
  2. Gather market information and intel for key sectors to enable improved accessibility to investors for pitching potential investment opportunities through robust financial modelling.
Scope of Work
  • The Investment Promotion Analyst will support KP BOIT in achieving economic growth reform agenda.
  • He/she will liaise with government partners including BOIT, KP IT Board, SMEDA, Chambers, SIDB and relevant district offices
  • He/she will support the following activities:
  • Data Collection:
    • Research on viable investment opportunities in the key sectors of ICT, Tourism and Agriculture
    • Gather data on potential business models and ROIs (Return on Investment)
  • Analysis:
    • Prepare analytic reports of viable business models including financial analysis, due diligence, investment cases, pitch deck development.
  • Branding/Marketing Support:
    • Support BOIT and selected SMEs with marketing and branding strategies
    • Foster supply chain linkages for businesses attending events
  • Investment Advisory:
    • Support consultant in setting up, conducting, taking minutes of meetings with counterparts and in identifying projects/sites for conducting feasibility studies
    • Support fieldwork on ground at district level; including coordination with district offices
    • Perform market research and competitive analysis
    • Draft investment cases and business plans to support the process of making new investments
    • Help establish strategic partnership of donors, academia, public sector institutes, private sector bodies, startups, SMEs and relevant industries with KP BoIT in a lead role
    • Plan and organize joint conferences/symposiums and events as an effective platform for joint ventures and scale up of potential partnerships
    • Review the follow up framework designed by consultant to track and document actualized deals and quantifiable growth orientation
  • Administrative support in conducting events including planning list of attendees, managing data of participants and ancillary matters.
  • Contribute to the preparation of high-quality progress reports, updates and communication products for UNDP management, Government counterparts and donors.
  • Contribute to timely communication and outreach, in close coordination with the Communications team, through social media, success stories, blogs and press releases.
  • Perform any other duties as requested.
Qualifications & Requirements
  1. Masters Degree in Finance, Business or Economics.
  2. A minimum of three or more years of experience working on Investment Analysis
    • Experience in areas Investment Promotion, SME support services, financial analysis
    • Familiarity with mobile application user design experience.
    • Skilled in market research and business valuation
    • Knowledge of developing strategic partnerships with investors and industries sector
    • Good understanding of key sectors of KP including but not limited to tourism, ICT, Mines and Minerals and Agriculture
    • Understanding of the role and mandate of KP BoIT and other allied formations of GoKP
    • Experience in the design and implementation of investment pitch deck/models and underlying elements on financial modelling
    • Private sector engagement experience including private business associations, chambers of commerce and industries, professional bodies
    • Demonstrated experience in consultative research and producing high quality analyses
  3. Good ICT literacy, i.e. MS. Word, MS PowerPoint, and MS Excel.
  4. Fluency in English and Urdu (written and spoken) is required. Working knowledge of Pashto is an asset.
  5. Ability to travel easily to settled or newly merged districts in KP expected to be associated with performing the functions

Reporting lines: Direct and dotted line:
  • The consultant will work under the direct supervision of the Team Lead Planning Support Unit (PSU)
  • Periodic progress reporting to the Team Lead PSU within stipulated timelines
  • The consultant will coordinate with SIDP for all matters related to the contract including the approval of the contract deliverables, certification of work completed and final evaluation and payment
Payment:Payments will be released on the basis of monthly timesheets on prescribed template duly approved by the Team Lead. The timesheets should be strictly in adherence to the scope of work as defined in the TORs and to include the following:
  • Effective liaison and coordination with key stakeholders on a regular basis demonstrated by the number of meetings and engagements (not less than 2-3 meeting minutes/record notes)
  • Support around data collection and analysis to be performed in closer coordination with relevant lead consultants and programme team (data repository created and updated monthly, at least 1-2 technical analysis papers in the given domain)
  • As part of events management function cover the full spectrum of workflow from inception to reporting including participant identification, invitations, agenda setting, event organization, communication materials, execution, logistics, follow up and reporting. (at least 1 event report a month)
  • Travel cost outside the duty station (Peshawar) will be covered.
