We are working with a Major Oil & Gas operator to source a Lead of SHES (Incident). This is a long-term contract role. Please see details below. Title: Lead of SHES (Incident) Start Date: ASAP (typically within 1 month notice) Location: Qatar Site/ Doha HQ Working Schedule: 6 days per week / 10 hours per day --Experience Required- Job Purpose . Provide SHES direction, guidance, and leadership to Major Project Onshore EPC PMT and CONTRACTOR(s) across all EPC packages within the assigned area of responsibility. . Provides support to CONTRACTOR(s) to effectively manage the Major Project Onshore Incident Management process to help ensure compliance with all Project, Client & RLC requirements, and communicate and verify the effective completion of incident investigations and compliance issues. . Support EPC SHES Heads and SHES Investigation Divisional Manager in the implementation and verification of the Major Project Onshore Incident management plans & procedures through clear planning, formal communication, and interface between all involved parties. . Support the Major Project Onshore EPC CONTRACTOR(s) in conducting of incident investigations and to provide expert Safety, Health, Environment and Security (SHES) advice and guidance to all PMT and CONTRACTOR SHES Heads, and disciplines during all phases of the Project, to achieve the Client Mission to protect its people, assets, and environment. . Manage the Incident Management Analysis elements to provide insights and clarity into trends in accordance with industry standards and norms. . Provide direct support to the Incident Divisional Manager and or SHES Manager on all aspects of the Project Incident and Reporting Management process. . Review and develop responses to official correspondence between Major Project Onshore PMT and EPC CONTRACTOR(S). Key Job Accountabilities . Supports the Major Project Onshore EPC delivery packages with specific focus on Incident management, reporting and investigation. Shall be flexible and team orientated. Supports the SHES Incident Divisional Manager (and/or SHES Manager). . Provides support when Incident Management related procedures audits are carried out. . Provides support to PMT EPC SHES team for the incident investigation process and participates in serious investigations (e.g. high or majority severity events). . Monitor site execution related to findings and corrective actions from incident investigations. Coordinates with SHES Incident Divisional Manager in terms of systematic improvement opportunities and possible updates required for the overall SHES Management Systems. . Develops and maintains Incident Management related documentation. Maintains an EPC Project Incident register with support of relevant EPC package PMTs and identifies concerning incident trends and lessons learned. Develop detailed focused and insight analysis. Develop weekly statistical presentations and SHES communications. . Champion on-site incident prevention and reporting awareness with CONTRACTORS and among PMT. Attends Tool-Box Talks and Task Instructions where required, provides coaching and leadership to CONTRACTORS and its SUBCONTRACTORS to ensure Incident Management procedures and systems are fully understood by all. . Provides support for the EPC delivery package teams during incident investigations and to ensure the timely completion of all investigation deliverables including Client HSE&Q reporting requirements (e.g. IRS, One-Pager, Safety Alerts, PHL sheets etc.). . Liaise with internal/external groups as and when required in coordination with SHES Incident Divisional Manager (and/or SHES Manager), e.g. QG Major Projects, CONTRACTOR, SUBCONTRACTOR(s), RLC, and client etc. . Participates in safety meetings as needed, and participates in site safety reviews, walkthroughs, audits, pre-start up safety reviews, SHES assessments. Participate in Incident Review Committee (IRC) and attends IRC meetings for incident in the assigned EPC package. Provides oversight on the EPC Package management and input to the Client Incident Reporting System (IRS). . Incident Management subject matter expert. Oversees the EPC Package PMT Incident Management process, participates in incident investigations lead by EPC Package PMT personnel and CONTRACTOR(s), helps develop relevant corrective actions and oversees the timely follow-up, implementation, and closeout of corrective actions thereof. Monitors and expedites action items captured in the project Action Tracking Register related to Incidents. . Supports the EPC SHES Incident Divisional Manager by providing relief and coverage of all SHES Leads responsibilities when team members are on rotational leave. . Assist the EPC SHES Incident Divisional Manager by reviewing and developing responses to official correspondence between Major Project Onshore PMT and EPC CONTRACTOR(S). --Minimum Requirements- Qualifications . HSE related NVQ Level 5, NEBOSH National/International Diploma in Occupational Health and Safety, or higher (BSc, PgCert, PgDip, MSc). . TapRoot Advanced Root Cause Analysis Team Leader (or equivalent RCA tool). Knowledge and Key Skills . 8-10 years relevant industry HSE experience. . International project experience with Tier-1 EPC Contractors or Client, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work). . Sound knowledge of the project execution process in large-scale project environments (expenditure US$ 1 Bn).
