Overview Position Senior Manager, Engagement & Awareness Job Code Reports to Mobility Executive Director Directly Reports to Strategy & Public Affairs Director Division Department of Mobility Department Mobility Role Purpose NEOM Mobility Department is aiming to disrupt the existing models and set a new standard for governance in the world. It will institutionalize the Authority of the Future, which is Digitally native, adaptive, Lean and Citizen / Business-centric.To achieve this ambitious roadmap, the Engagement & Awareness Senior Manager, under the Strategy & Public Affairs Director will be required to provide and build effective communication & collaboration structures and build powerful relationships within the internal and external stakeholders of the Sector to achieve Departments long-term goals and objectives.These functions need to be established in a time critical manner whilst meeting the NEOM objectives of being lean and efficient whilst disrupting the established norms.Key Accountabilities & Activities Core functional ResponsibilitiesThe core function of the Sr. manager will be to develop, manage and ensure the stakeholders management plan for the department as well as coordinate and communicate with stakeholders at all levels to ensure alignment on project objectives and progress.To that end, he/she will coordinate on a continuous basis with all concerned areas of the Mobility Department, and with the relevant sections of other bodies within NEOM.He/she will build a strong relation and cooperate with KSA bodies, particularly with Ministry of Transport (MOT) and other relevant stakeholders at the public administration level. He/she will also develop communication channels with mobility industry stakeholders.The Engagement & Awareness Senior Manager will carry out the following functions: Functions and responsibilities:

  • Identify and assess key stakeholders for all mobility sectors, understanding their role, needs, expectations, motivations, and influence for the Department.
  • Ensure effective management and delivery of routine communications (technical announcements, works updates, etc.)
  • Develop stakeholder engagement strategy related to key stakeholders within the Base Economy, international regulators and organizations, academia, private sector, and NEOM counterparts.
  • Develop and implement communication strategies to promote and enhance the Mobility Department public image.
  • Oversee and organize communication campaigns, to enhance the visibility of the Department and lead educational campaigns.
  • Develop and implement a stakeholder management plan addressing, inter alia, the goals and rules of engagement, the communication strategy for each stakeholder, key contact people at different decision-making levels, mapping of decision-making processes at stakeholders.
  • Identify the requirements for formal agreements with key stakeholders, design, negotiate and implement those in a timely manner.
  • Cultivate strong relationships with stakeholders by maintaining a regular communication channel, addressing concerns, and fostering collaboration.
  • Issue and conflict resolution by proactively identifying potential issues and conflicts, their potential impact and mitigation plans.
  • Monitor the Department reputation among stakeholders.
  • Assess risks associated with stakeholder relationships and engagement and develop mitigation strategies.
  • Collaborate with various Departments within NEOM by establishing a cross-functional collaboration structure.
  • Build and lead a team of specialists in engagement management and provide guidance.
  • Provide reporting in the areas of responsibility to the Strategy & Public Affairs Director, and the Mobility Executive Director when necessary.
  • Perform the expected manager tasks as per his/her areas budget management, negotiation of contracts, expenses, etc.
  • Lead and consolidate the area under his/her responsibility, defining the future working groups, their roles, and their staffing, guaranteeing the teams wellbeing and human talent development.
  • Manage staff recruitment, staff performance assessment individually and as a team, provision of technical training, resolve employee concerns, including counseling and discipline appraisals.
Background, Skills & Qualifications Qualifications, Skills, Experience and Mindset Experience:
  • Professional experience in stakeholder management, communication strategies and collaboration agreements design.
  • Relevant years of professional experience in managerial roles with strong interfacing with external stakeholders.
  • Exposure to mobility governance strategies with KSA experience a plus.
  • Complete fluency in English is required. Professional Arabic is an advantage.
Knowledge/skills:
  • Knowledge of international managerial best-practices as per stakeholder management.
  • Knowledge of the structure and roles of different transport governance bodies.
  • Knowledge of KSA and Middle East Mobility market characteristics, needs and stakeholders.
  • Demonstrated knowledge of stakeholder analysis and engagement strategies.
  • Strong communication and relationship skills
