Job Description

Job Summary:The Civil/Hydraulic Engineer is part of a team with complementary competencies, and therefore, bringing his/her specific skills to the team. The engineer works on Arsal Water Supply System Development (WSSD) as part of a Water & Habitat project team. The qualified candidate should have a bachelor?s degree in Civil/Hydraulic Engineering, with a minimum of 6 years of experience in the field of Civil/Hydraulic Engineering.General Description:The Civil/Hydraulic Engineer will contribute to the feasibility study and the masterplan for the infrastructure development within the Arsal WSSD in Bekaa, followed by the design, implementation, handover and monitoring and evaluation of identified projects with minimal supervision and coaching from the hierarchical superior. S/he has a close working relationship with external stakeholders, partners and consultants related to the project. In close collaboration with the project team, s/he plans projects to address the needs and problems encountered according to the masterplan and feasibility study, negotiate with local authorities and firms regarding project implementation, supervise the execution of the projects, liaise with support departments for logistic and financial process, and handle all administrative aspects until project completion.Objectives and Tasks:Main Tasks and Responsibilities:

  • Analyses the collected technical and contextual information, highlights challenges, writes comprehensive assessment reports, proposes action points, and shares with the Urban Water Project Manager and the team.
  • Prepares or supervises the preparation of documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and the local building code/standards, ensuring corrective action is taken if necessary.
  • Contributes to the O&M capacity building strategy in line with a systemic approach. Devise and develop interventions accordingly and in coordination with other interventions.
  • Supervises the tendering and conduct technical evaluation for service contracts and material procurement tenders under supervision of the Project Manager and according to the ICRCs logistical and financial rules.
  • Internally, manages technical and engineering staff and externally, supervises contractors and on-site work for all project types, conducts quality control during the design and construction, and ensures corrective action is taken where necessary.
  • Prepares implementation/progress reports at intervals set by the project manager and/or consolidates reports by staff under their responsibility.
  • Networks with stakeholders, monitors security issues related to project sites and advises his/her supervisor/s where necessary; provides regular information to supervisors on security, issues raised by stakeholders or staff under his/her responsibility, and site progress.
  • Keeps contact with relevant interlocutors such as water authorities, project partners, and any other relevant interlocutors.
  • Works closely with Socio-Economist Specialist for Arsal WSSD Project and provides technical input, analysis and ensures integration of the designed socio-economic components in the design and planning of the project.
  • Provides input to the Project Manager on expenditures and progress of assigned takes and ensures the compliance with ICRC financial rules.
  • Follows up with LOG/Procurement, Finance, Warehouse, and other support departments on administrative progress and matters related to WatHab? requests, payments, contracts, stock position, etc
  • Creates project files in electronic databases (such as the PAM application and SharePoint) and keeps them up to date at on weekly bases.
Additional Duties:
  • Follows up on work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation?s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information to improve the ICRC?s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC?s image
  • Takes responsibility for their own professional learning and development
General Duties:

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

  • Working Schedule: Monday till Friday, from 8:00 Am till 5:00 Pm
  • Contract Type: Determined Period, 1 year (renewable based on performance and need for the position).
  • Salary Package: 2,897- 4,430 USD
